PDMS has released a high quality and very beautiful Arabic unicode (opentype) font for Holy Quran which I believe can be used for publishing as well. Once you install it, you can view the Holy Quran text as shown in this screen shot. The screen shot is taken from alislam’s Holy Quran Get Arabic Text service.
